The problem of the formation of professional competencies of specialists in economic security is
caused not only by new technologies, but also by the transformation of existing spheres of professional
activity. Russian universities provide training economists in the field of Economic Security in the
lack of a corresponding professional standards set officially approved by the Ministry of Labor of the
Russian Federation. Thus it updates the search for evidence-based practices that allow formation of
majors’ professional competencies based on corresponding job functions, occupational profile and
adequately responding to the labor market demand. To solve it, a theoretical justification is given
and an algorithm for the formation of professional competencies.
The aim of the study – is to justify the link between theory and practice for implementing
a competency-based approach to training economic security professionals by developing an
algorithm formation of professional competencies in unity with the sequence of determining
indicators of their achievement based on the consistency of the provisions with the requirements
of the labor market.
The methodology and methods of the study are based on the application of the following general
scientific and special research technique: gathering of empirical data, comparison, abstraction,
specification, analogy.
Research results provides a short summary of recommendations for ensuring the effectiveness
of the indicators of professional competencies formation during university tenure based on the
experiential learning and theory opportunities for students in the field of economic security to apply
the needed knowledge and skills set they gain.
A model has been developed for the formation of professional competencies of an economic security
specialist, which provides universities with tools to determine the necessary knowledge, skills and
abilities in the field of professional activity, which can be diagnosed using appropriate indicators.

Educational standards and modern requirements: contradictions or opportunities
This is an empirical study of professional competencies. The article addresses two main tasks: the
demands of the labor market presented to specialists in the field of trade and marketing; and the
identification of the professional competencies formed by the standard for the preparation of FSES
HE 3+ and whether it meets the modern requirements of employers. Two hypotheses are investigated:
(i) can the competencies inherent in the educational standard develop the necessary skills required
by this profession in the modern labor market; and (ii) do the professional competencies reflect
the necessary personal qualities demanded by employers. The analysis shows that the educational
standard of the FSES HE 3+ is rather poorly adapted to the modern requirements of the labor
market. As a rule the professional competencies in it develop a specialist who is ready to engage in
his own entrepreneurial activity, while the training of such personnel is carried out at the expense
of the state budget. This implies the need to work in large organizations and to possess a wider set
of skills, including the ability for expert and analytical work, systemic thinking, etc. The increasing
innovation in high-tech industries as Russia moves towards a digital economy will increase the
demand for labor marketers who have design, engineering, visualization and skills for working with
BigData. It is these skills that should be integrated into the new FSES of HE3 ++ to train a specialist
to meet the requirements of the 21st century.
Requirements of professional standards as a basis for professional development of students
Significance of the studied problem is confirmed by the fact that currently the system of higher
education in the Russian Federation is focused on the search for optimal solutions to adapt the
structure and content of higher education to the requirements of professional standards. The
Ministry of Education and Science of Russia has already started to approve new Federal State
Educational Standards of Higher Education adapted for professional standards, which will enter
into force at the end of 2017. In this regard, educational institutions of higher education will get a lot
of work aimed at organizational, didactic and methodical support for the transition of educational
process to new Federal State Educational Standards of Higher Education. The purpose of this article
is to justify and describe the model for creating space for the professional development of students,
aimed at development of their professional competencies in the field of physical education and
sports. Simulations are applied as the leading research method allowing to consider the professional
development of the future graduates in the framework of a specially designed didactic system of
competence-based format. The article shows that the space of professional development is formed
in didactic systems of the metric competence-based format between the areas of knowledge and
abilities development synchronized with the requirements of relevant professional standards.
Distributed model of teacher education at Kazan Federal University
There is a need to modernize higher pedagogic education. The requirements for the content of schooling and higher education is changing quickly as scientific knowledge accumulate. Preparing a teacher for XXI century is an essential task for the present day. The authors aimed to develop the educational standard in pedagogical education at Kazan federal university. The article describes the projectization process. The leading methods for the research were theoretical study, modeling, questionnaire survey and others. SFU is able to educate future teachers of physics within the distributed model and even advance it now as every institute at KFU has a pedagogical department. In the article we present bibliography analysis on the issue, the results of questioning the students of the Institute of Physics in non-pedagogical major, gradual formulation of the Standard, Enclosure to the Standard, educational paths, one of which a student can select, curriculum versions, conceptual framework of methodic preparing.
